In the middle and late 1990s, farmer laborers began toreturn to their home in the country after their massive flowinto the city for jobs. Some elite of them have joined the groupof starting an undertaking. This paper conducts a thoroughanalysis of how to regard this phenomenon, the reasons behindit, the influences on the development of rural economy and theproblems it faces, aiming at offering feasible advice so as torealize the rapid development of rural economy, culture andeducation, gradually narrow the gap between city and country,accelerate the construction of new country and promote themodernization of country.Five parts are included:The first part presents a general introduction of thebackground information and significance of this topic,including the latest research trends of Chinese scholars onthis phenomenon.The second part gives an analysis of the reasons for farmerlaborers to return to their home and start an undertaking.Combining relevant cases, this paper analyzes various reasonsfrom macroscopic and microscopic view.The third part discusses the economical and social significance of this phenomenon. Farmer laborers return totheir home and start an undertaking, bringing new chances forthe development of rural economy. It becomes the new strongpoint to stimulate the development of local economy and helpsto realize the "double harvests" of economical benefits andsocial benefits.The fourth part, which is an important point of this paper,makes an intensive exploration of its present situation andpractical problems it faces. This part uses data to describeits present situation, including the scale, distribution ofindustries, form, property rights of enterprises and theselection of investment location. And problems and obstaclesare explicitly expounded from objective and subjectivefactors.The fifth part provides strategies to stimulate farmerlaborers to return to their home and start an undertaking. Thispart is an important and also difficult point. From the angleof government, this paper offers feasible advice on policy bymaking use of prescriptive analysis.
