Study On The Development Of Small And Medium-Sized Enterprise Of Xinjiang

Since reform and opening up, as the socialism market economic system is established, The SMEs in Xingjiang are developing quickly, continue to expand the scale, and has become an important component of the national economy. That "PRC SME Promotion Law" was promulgated in June ,2002,and was implemented On January 1, 2003 shows that the state has started to attach importance to the development of SMEs from a strategic height and legally established measures of promoting the development of SMEs. China joining the WTO and the implementation of China's strategy of developing the western region not only offered opportunities for the development of SMEs in Xinjiang, also has brought tough challenges.This paper is divided into four parts: the first part explained the concept of SMEs, the standards of the definition of scale of SMEs in different periods of economic development, the existing standards and theoretical basis of the development of SMEs . The second part introduced the presentation situation development of the SME in Xinjiang and the existing problems. This part analyzed achievements of development of the SME in Xinjiang, from the economic growth and employment perspective elaborated function of the economy of SMEs in Xinjiang, further pointed out the limited factor in the development of Xingjian's SMEs :the defect of SMEs themselves ,the unfairness of government's policy support, improper industrial structure, developing structural imbalances in regional development .The third part analyzed favorable conditions of development of the SME in Xinjiang, such as special resources, the implementation of the strategy of developing the western regions, joining opportunities for SMEs, the oasis economy and so forth. The fourth part put forward the suggestions and tactics on the development of Xingjian's SMEs .According to the existing problem of SMEs,the chapter from the three aspect of enterprises, the government and the industrial structure proposed countermeasures, and pointed out the strategy of the SME cluster and international development in Xinjiang.
