The problem concerning real estate and land has been becoming focus and difficulty along with economy development in China. The governments have taken many actively and effective policies and measures of these problems in land market. For example, government officer corruption, high land revenue losing, low land use efficiency, large capital risk of land banking, serious conflict caused by city reconstruction and rampantly recessive land transaction etc. for the sake of solving above problems, the deep-seated cause must be found, and present management policies of real estate land should be analyzed and surveyed renewedly, at the same time, effective method must be put forward through studying.This paper focuses on supply management on real estate land with the systematical methods, in case of establishing land banking. The real estate land management study should include three aspects at least: 1) land inventory planning 2) land financing planning; 3) housing demolition planning. Centering on these aspects, firstly, it analyses the relation between land management policy and real estate, and then discusses real estate land inventory system, urban housing demolition management, and land transaction problems and measures in this paper.For example,the amelioration of function mechasim and framwork in land banking,main body and program in urban housing demolition and feasible financing mode in land inventory at the transformation periodBased on theoretic study and analysis of real estate land market, a number of land management policy suggest are put forward. The main contents of policy suggest in this paper could be shown as follows:Firstly, should perfect rapidly land law, coordinate policy and law system about real estate development land, and enhance punishment to land delict, and manage land market strictly.Secondly should establish scientific organization and management mode, and increase land capital channel actively, and intensify land inventory system, and unify land supply to keep government control of real estate development land.Thirdly, , should study the urban housing demolition system based on land banking renewedly, and then change the demolition management process. The removal loss must be compensated for residents by reason of housing demolish. Fourthly, should keep the policy of present business land transaction, and abolish the policy of supply free land for economic house, and strength management of selled land use and transaction of formerly free land assigned by state-owned enterprises.Through front study ,this paper try to solve these key problem in land supply management of real estate development based upon land banking, accordingly accelerate the healthy and steady development of the market of real estate .
