The Study On Sustainable Development Of Ecotourism From Mechanism Of Incentive

The rigorous meaning of ecotourism shouldn't include the problem of external diseconomy, which is the premise of sustainable development. Aim to the phenomenon of Non-sustainable development in Chinese ecotourism, the author of this paper considers which due to the behavior of external diseconomy from the participant of ecotourism market.The paper hereby from the incentive theory, to discuss how to eliminate the external diseconomy behavior of ecotourism market participant. Basing on the analysis of the reasons of external diseconomy, this paper designs the incentive mechanism model of ecotourism sustainable development. In this incentive mechanism model, the government is active incentive main body, the market participant that includes the system of supply, demand and agency is incentive object. Different incentive means are generalized and classified, finally establish institutional incentive, economic incentive and cultural incentive three incentive systems. In each system, the paper discusses the incentive effect of each means on eliminating external diseconomy behavior of ecotourism market participant.In the incentive mechanism model, the three systems are corresponded each other. Economic incentive system is the foundation of institutional incentive system whom provides institutional guarantee to economic incentive system and cultural incentive system; Cultural incentive system makes use of environmental education to popularization of the environmental protection policy and institution.In conclusion, the principle of incentive mechanism is aim to externalities behavior of market participant, apply the means of institution, economy and culture that lead by government, to incentive ecotourism market participant eliminate external diseconomy behavior and pursue environmental construction.Finally, this paper applies demonstration research of Xixi National Marsh Garden in Hangzhou, to some extent testifies the validity of the incentive model in practice. At the same time, this incentive mechanism provides illumination and guidance to sustainable development of ecotourism.
