With the increasingly worsening environment and the lack of resources, more andmore attention has been paid to reverse logistics abroad while little has been done in thisfield in China. It is because the macroscopic environment suitable for reverse logisticsdevelopment has not been formed and people know little about reverse logistics. Thesefactors hinder reverse logistics to develop in our country. How to create favorablecondition for those enterprises who provide logistics service, optimize their operatingprocess or improve logistics system to reduce logistics cost, cut customers' responsetime, enhance customers' satisfaction and win greater competition advantage is anecessary way to exploit reverse logistics market.On the theory and application research in recent years, TOC (theory of constraint)has been applied in manufacture industry, service industry, supply chain managementand the third-party logistics providers. Referring to several articles and absorbing theirresearch fruit, this paper applied management technology and job index of TOC toreverse logistics, which proved its feasibility and availability from theory and practice.Adopting planning and controlling method—drum-buffer-rope(DBR), we setupreasonable storage buffer on necessary position of reverse logistics which can minimizethe total storage cost and shortage cost, realize the continuity between disposing steps ofreturned products, ensure stability for goods supplying, then satisfied the remanufactureenterprises' needs for materials.Applying Thinking Process, we analyzed current state of an industry-solid-rubbishrecycling and disposing enterprise. By using specific technology tools of TOC such ascurrent reality tree, future reality tree, transition tree, we found out the logical linkage ofthe problems of the enterprise, and identify key factors that hamper the enterprisedevelopment.Based on the job indexes of TOC, a decision model of recycle and distribution in reverse logistics was set up, taking the measure of throughput as its decision objective.Meanwhile, the TOC-based model was applied to an enterprise pursing rubberdisposition which proved that it's more effective than the traditional model based onminimizing the total cost in solving these problems.Finally, the paper summarized the whole research work, emphasized its points ofinnovation, and gave out a series of vistas to the future direction of research. All thework of this paper is more systematic in the research about the application of TOC inreverse logistics and bring some help to those reverse logistics service providers.
