| Small hydro power (SHP) is a renewable energy which is clean, sustainable,safe and effective. To promote the development of SHP is not only to realize asustainable energy, but also a possible solution for the realization of ruralelectrification. Since its weak position, SHP can't make any development without thegovernment's support. Zhejiang Province has created a miracle in the history of SHPdevelopment in the "government-supported and market-oriented" mode. It has alreadycompleted the growing process in a short time and entered into the mature period. Atpresent, SHP in Zhejiang Province is faced with the bottleneck of resources. Incontrast, though there is abundant resource, SHP in western part of China developsrelatively slowly. Therefore, it is worthwhile to have a study on the development ofSHP policies in Zhejiang Province and to explore its reference value for the westernpart.The paper starts with the illustration of conceptual theory of SHP and SHPpolicies, the necessity that the government intervene the SHP as well, and it reviewsthe main SHP policies introduced and its background during the development of SHPin Zhejiang Province, examines its effectiveness with Economic theory and practicalresults. An assessment system and model to quantitatively evaluate the politicalenvironment of SHP are established, and the evaluations of the political environmentof SHP for each period in Zhejiang Province are conducted with the help of theassessment system and model. Then, the paper analyses the relationship between thepolitical environment and the development of SliP in Zhejiang Provincequantitatively. Based on the above analysis, the paper explores the reference value forthe western part from two prospectives "whether" and "how". Finally, concerned withthe factors that hinder the further development of SHP industry in Zhejiang Province,relevant political measures to support SHP's sustainable operation are put forward. |
