The Study On The Incentive Policies On Entreprenearship For American Small Enterprises And The Inspiration For Jilin Province

Nowadays in the world, the entrepreneurial activities of small enterprises are the most vigorous in the countries and areas which have the strongest comprehensive national competence, the highest level of economic social development, and occupy dominant position in global hi-tech industry and other fields. But the "Report to Chinese Entrepreneurship Observation of 2007" shows that Jilin province is still an inactive area of entrepreneurship compared with other countries and other places in China. For a long time, Jilin province was the industrial and mining base and the important area of crops which developed firstly under the specific historical condition. Compared to the rapid developing coastal regions, the entrepreneurial activities of small and medium-sized enterprises lag behind at present. It is mainly showed in the mismatch of the entrepreneurial activities and the growth speed of GDP, and the degree of the entrepreneurial vitality is far lower than the requirement of the economic growth. The general low entrepreneurial level of the small and medium-sized enterprises of Jilin province, unreasonable of the economic structure, the activities of small and medium-sized enterprises in the foreign capital introduction have an irreplaceable function and many other factors. So, the development of small and medium-sized enterprises entrepreneurial economy is a sense of mission and pressing of the age and the key to rejuvenate Jilin province.According to the study of the theoretical basis of entrepreneurial supporting policies of small and medium-sized enterprises, this article comes out that small and medium-sized enterprises play an important role in promoting the development of social economy, creating opportunities for employment, promoting the innovation of science and technology and so on. But the United States of America is the first country that supports small enterprises with entrepreneurial policies in the world. Combined with the rapid growth of economy in the past ten years, it should thank to the development of more than five thousand small hi-tech enterprises. The United States of America has a strong entrepreneurial culture, they consider entrepreneurship a dynamic process of creating and increasing wealth, and they lay special emphasis on the development mode of "opportunity entrepreneurship". The U.S government has given full political support to entrepreneurs on law, financing environment, revenue, entrepreneurial education, entrepreneurial tutorship and so on. This article has made a systematic study on five aspects on American entrepreneurial policies on small enterprises:entrepreneurial encouragement, entrepreneurial education, entrepreneurial environment, entrepreneurial financing and entrepreneurial support. And it comes out that the entrepreneurial policies of American enterprises have features of indirection, timeliness, instruction, constancy and paying special attention to disadvantageous groups. And it further elaborates the development, features and problems of entrepreneurial policies of small and medium-sized enterprises of Jilin province. It analyzes the evolution of entrepreneurial policies and have an all-directional and multi-tiered research on the entrepreneurial policies of small and medium-sized enterprise in Jilin province by using the comparative analytical method and the reference of American entrepreneurial supporting political frame of small and medium-sized enterprises. And through the angle of the whole province, the further enhancement and improvement of the relevant supporting policies of small and medium-sized enterprises mainly include five aspects:promote the service awareness; optimize the environment of administrative services; support the preferential tax policies; expand the financing channels; strengthen entrepreneurial education and improve soft-start environment of implementing to the entrepreneurship policy. Thereby, there will form a entrepreneurial supporting policies system of small and medium-sized enterprises in "Jilin Mode", and it will thoroughly solve the problems of the lagging behind of the development of the economy, the lack of the entrepreneurial vitality, the few of job positions and the small amount and small scale of privately-owned enterprises. This will promote urban and rural employment, reach the entrepreneurship of all the citizens, increase the income of people, guarantee the improvement of people's livelihood, rejuvenate the economy rapidly, protect the social stability and achieve harmonious development of the whole province.
