Programme Management Research Of World Bank Financed Zhejiang Small Hydro Project

Through implementation of World Bank financed projects,China has imported and absorbed scientific and rigid project management theory,manner and method from international organizations,and thus effectively elevated its project management standard.However,most of the projects,either financed by the World Bank or the state,are individual state-owned large-scale projects.For the management of programme consisting of several small-sized,scattered subprojects under different ownership,there still lacks experience.The common management methods of World Bank Loan projects are not well adapted to programme management.The article makes a thorough analysis on the obstacles and constraint conditions of programme management by comparing the difference between the project management policy of the World Bank and that of China,taking a typical programme, Zhejiang Small Hydro under CRESP Phase I,as an example.It introduces the framework model of programme management centering on the Project Management Center(PMO) and batch-processing and multi-level management method,both developed during the implementation of Zhejiang Small Hydro.It explores the merits of the mode and method by example analyzing one particular sub-project.At the end of the article,it also points out the problems existing in the programme management of the project,and puts forward corresponding measures for improvement.The programme management model discussed in the article successfully grasps the crucial points of managing the subprojects under Zhejiang Small Hydro,and adopts appropriate programme management procedures.It satisfies the constraint conditions of the program(specifically the World Bank policies and procedures).Meanwhile,it takes in full consideration the number and location of program components,helps them to shorten construction period and lower the cost.Therefore,it represents a useful effort for management of program(especially the program under given constraint conditions).The World Bank piously affirmed the management mode of the programme.In addition,the article has great reference value for those proposing to use World Bank loan,as it would assist them in understanding more about the Bank and its management policy so as to avoid errors or detours during project preparation and implementation.
