Study On Improving Forest Cutting Management System In China

The forest cutting is a key link and important measure for managing and operating the forest resources, also is an important connection between the forestry operation and the social demand. The growth of forest resources is benefit from the enforcement of harvest management system by controlling forest cutting, thus finally it realizes the forestry of stainable development and the improvement in eco-environment. Since 1987 the forest cutting management system had been implemented in China. The system played a vital role in controlling the consumption of forest resource effectively and keeping the forest resources growth. But under the market economic condition, the cutting system has exposed the disadvantages, even has hindered the forestry further development. Therefore, consummating the harvesting management system has an important effect in the theory and practice, to enhance the production and supplies of the forest resources and promote the sustainable forestry development.Firstly, this article makes the brief summary on the basic content and theory. It carries on the analysis concerning cutting management system of the developed countries, and summarizes the advanced experience. Then, through the economic analysis of the present cutting management system, it points out the necessity for improving the system. Secondly this dissertation separates to deeply analyze and research the problems existing from the subjective behaviors, objective condition and policy drawing, at the same time, definitudes the problems that the forest cutting management system is facing. So finally, this dissertation on the basis of analyzing the aim and principles of the forest cutting management system, separately proposes the thought to improve the forest harvesting management principles and corresponding countermeasures and set up the system from four aspects that are determining the forest cutting quota per year, applying and drawing the forest cutting permit, monitoring and evaluating the implementation of the forest cutting system.
