Forest harvesting management is one of core contents of the forest resources management, is also an important part of forest resources management. The qualities forest resources harvesting management not only affect the quality change of the forest resources, the activities of the forest managers to embark on the forest management and their legal economical profit can be insured, but also ultimately directly influence China's forest ecological system, forestry industry system and whether the forest cultural system can implement smoothly. Since 1987, the forest resources harvesting management system which including cutting permits system, timber transport system , timber quarantine system and so on was implemented .It was play an most important role in effectively protecting the forest resources, restricting the disorder and over harvesting on the forest resources. Reality, with the gradual improvement of the market economy mechanism, strengthening the allocation of resources by market mechanism, especially, the accomplishment of collective forest property reform and the deepening reform of state-owned forest farms, there are several policies problem during the existing forest harvesting quota management system have become the important influencing and restricting factors for the forest substantial management, such as too broad range of harvesting quota, too many cutting types, unreasonable control manners of forest harvesting, nonstandard forest harvesting supervision and inspection and inequitable distribution of harvesting indexes and so on. The forest resource harvesting management has become a big policy issue which was wildly concerned. According to this, since 2009, the State Forestry Administration began to imply the pilot reform of forest resourced harvesting management in the nationwide ranges.Research based on the changes and analysis of basic characteristics of the forest harvesting management system in China. Though analyze the forestry development of state-owned forest farm in Hebei Province, choose the typical forest farm as the Mulan Forestry Management Bureau, Pingquan County State-owned Forestry Farm and the Saihanba Forest Farm of mechanism as the group study, and adopt the Participatory Semi-structured Interviews and Survey methods to survey the problem during the forest harvesting quota management and the reform willing. In this way, we got 211 valid questionnaires. Put forward the reform framework of the forest resources harvesting quota of the state-owned forest farm in Hebei Province. Special research conclusions as fellow:(1)The changes of the forest harvesting quota management including there stages, that is, period of strict enforcement of harvesting, harvesting management adjustment and reform of harvesting, harvesting management manifest during the each period is mandatory, planning, centralized and stage.(2) The state-owned forest farms play an important role on the forestry development of Hebei. State-owned forest farms of Hebei is the subject of forestry ecological environment of Beijing-Tianjing areas, play an important role on preventing sand and protect water resources, is the permanet research model bases of biodiversity conservation and eco-tourism destination, is the model of consolidating and deepening the construction production of major forestry ecological projects, is the demonstration bases of forest sustainable management of Hebei Province.(3)The main problems of the existing forestry resource harvesting management, firest, 51.66% of the respondents think the total forest harvesting quota is inadequate, 44.55% of them think this problem is quite serious. Second, 45.97% of the respondents think that the harvesting type is excessive, contradictions exist between the harvesting type and the dual control of consumption, and consumption structure is nonsense. Third, 69.19% of the respondents think that indexes issued late. Fourth, 60.66% of respondents think that harvesting approval procedures are complex, 55.45% of them think this problem is especially important;43.59% of respondents think that cutting checks are hard to implement.(4) The reform will of forest harvesting management mainly represent in the following aspects: First, 70.14 percent of samples thought that forest of non-forest land aren't included into the scope of harvesting quota, but must apply for the cutting license; All public welfare and commercial forest should be included into the scope of harvesting quota. Sencond, 77.73 percent of samples believed that the harvesting types should be reduced to cultivation cutting and commercial cutting. 64.45 percent of samples thought that the quota divided by consumption structures, which doesn't make sense ,should be abolished. Thirdly, 73.93 percent of samples believed that quota of clear-cutting and tending was controled by areas; the quota of stripping was controled by caculation. The cutting ages are determined by Forestry Bureau of Hebei Province or managers. Fourth, Over 80 percent of samples thought that cutting permit system must be insisted and the cutting license should be released by the provincial forest departement. Fifth, 66.77% of samples believed that tending of young plantation must workout operation design and implement filing system; the low-quality forest must be cognized, and 35.55% of samples thought it should implement application approval system strictly. 53.08% of samples thought that natural commercial cutting also used the past management practices and implement application approval system strictly.(5)The ramework of state-owned forest resources cutting reform in Hebei Province:①Defined the ranges of forest harvesting quota management. Non-quota management included trees of non-forest lands, the fast growing forest and industrial material forest of forest lands, as well as the trees of laws and regulations prohibited to cut. The range of forest harvesting quota management is the forest resources which isn't included in the non-quota management.②F our existing cutting types simplified into cultivation harvesting the primary purpose of which is to improve forests (trees) structure and promote forest growth and commercial cutting for the primary purpose of timber.③C ommercial cutting for clear-cutting operations and cultivation cutting (disengagement, low-quality forest alteration, farmland protection forest regeneration cutting), control by areas. As commercial cutting for felling, forest harvesting quota control by calculation. The cutting age of general commercial plantation, is determined by every provinces, autonomous regions or managers.④Persisted in forest cutting permit system. Having forest management plan, the quota identified by the forest management plan, apply to the higher level by forest managers. The cutting index is examined and approved by actual circus; Not having forest management plan, the harvesting quota identified by the calculation method.(6)A series of interrelated measure, such as county-level forest management programming ,forest management plan, forest cutting special funds.
