As a sub-system in the large-scale enterprise system, the effective run of human resources management system management system has decided the enterprise survival and the development potential directly. Evaluated the benefit of the Hebei Province enterprise human resources management, discovered the question in the enterprise human resources management, which will provide the important policy-making basis for improving the Hebei Province enterprise human resources supervisory work and advancing the realization of enterprise strategic target. Based on this, this research will compile the domestic and foreign research results and combine the human resources management practice, established the appraisal tool which suit the Hebei Province enterprise to weigh its human resources management effectiveness.This article take the theoretical research status quo of human resources management effectiveness as a starting point, first analyze the opportunity and the challenge and the existence question about the Hebei Province enterprise human resources management from the macroscopic aspect, again according to the theory discussion of human resources management effectiveness, then combine the status quo of Hebei Province enterprise human resources management, at last construct the weight pattern of human resources management effectiveness to suite Hebei Province enterprise developed. This article analyze the degree of importance and implementation about enterprise indicator, discovered both have the high correlation, especially, regarding the indicator of enterprise growth potential in human resources management, is important and administered high by enterprise , but a majority of these indicators which are important to the enterprises, its actual performance result quite to be all bad, still had the suitable improvement space. Finally, this article in view of the findings, proposed improving Hebei Province enterprise human resources management the concrete procedure and some beneficial suggestion.
