The Research On Implementing The HSE Management Pattern In The Construction And Installation Enterprises

At present, China is in the historical era of large-scale economic development. As one of the main parts of economic development, the Construction and Installation Enterprises are undertaking more and more construction and installation duties every day. Practitioners in these enterprises have become the largest industry labor group in China. The issues on safety, health and environment of construction projects have become increasingly prominent. So reducing or avoiding the accidents on safety or quality and protecting the employees safety and health are the main problems that need to be effectively solved in the construction field.This article analyzed the present situation of safety, health, environment and other key problems using HSE management system theory as a foundation combined with the practical situation of applying HSE management system to construction and installation enterprises in China and the international petrochemical industry. This article also proposed the policy that can effectively implement HSE management system and the basic pattern.The focus point of Safety, Health and Environment management is the HSE management of direct work link on the scene. This article analyzed the effect of implementing the HSE management system and the job of continuous improvement using Cangzhou Bohai petrochemical engineering limited company as an example. And it also analyzed emphatically the researches of the issues on effective control to HSE of direct work link in implementing process of the HSE management system. In addition, the article proposed'the direct work link'--controllable and controlling idea of HSE management core content, and summarized the detail method that embodies this idea , namely the method of process-control. This article has established the model of comprehensive work instruction cards Combined with the practical work of Electricity–maintenance Subsidiary Company, Cangzhou Bohai Petrochemical Engineering Limited Company. These work instruction cards made some procedures more standard, such as installment procedures, overhaul procedures and running procedures. They have also raised the standardized level. However, these instruction cards are carriers of precisely applying the method of process-control. Thus it caused the direct work link on the scene to realize the effective HSE management.
