With the opening of China's telecom market and the recombining of China's telecom enterprises, these enterprises are challenged by the rapid business rising, ARPU, the average revenue from a customer, falling, as well as the increasingly severe competition. As a key branch of marketing tactic, tariff-making is welcomed by more and more telecom enterprises especially the mobile ones. Since the less strict with tariff-charging, mobile enterprises gained independent tariff-making right in some degree, so that the billing suite appeared, and the low-tariff trend gradually came to be the severe billing suite competition.Based on the analysis of mobile billing suite as well as the price-making means in other industries, this thesis studies the pack-making mechanism in China's mobile, setting the objective as the tariff culture creating, the customer encouraging, and the Win-Win of both customers and the enterprise. In this thesis, we discuss the billing suite design mechanism of mobile. Based on the differentiating of customers'levels, this mechanism encourages customer to choose the packs corresponding to their levels, avoiding the happening of adverse selection. Besides, based on the solving method of the newsboy problem, we also set a model to determine the mobile billing suite.
