The Study On Interactive Pattern Of Ecology And Economy In Hilly And Gully Area Of Loess Plateau

Gaoxigou, located in Mizhi country of northern Shaannxi, has begun the project of ecological control since the 1950s, was praised "Light Star of Northern Shaanxi Plateau" and "Exceed the Southern Yangtse River", the ecological control has typicality, advanced nature and universality. This paper studies on Gaoxigou, attests and studies whether Gaoxigou resolves the contradiction about money that farmers need and ecology that government wants or not, and whether truly come out the aim of organic combination and interactive Win-Win of ecological benefit and economic benefit.This paper bases on comparing ecological and economic development of the present and the past Gaoxigou, through reviewing the course of eco-environment control in Gaoxigou, and summing up some questions about ecological and economic development at present, utilizes the AHP and mathematic methods, primarily analyses and studies on ecological benefits, economic benefits, social benefits and integrated benefits of Gaoxigou respectively, in order to promoting ecological and economic interactive "Win-win" development, proposes the Gaoxigou pattern, and respectively gives some feasibility Countermeasures versus the four aspects of ecological development, economic development, social development and circular economy development.The main conclusions and innovative points are as follows:(1) The paper beginns from practical effects of ecologic and economic development of Gaoxigou, analyses and summs up that eco-environment control goes through the five phase courses, and points out that ecological and economic development of Gaoxigou is facing several urgent questions at present.(2) Aiming at these questions about ecological and economic development of Gaoxigou and in order to finding out "sticking point" of these questions, according to the practical circumstances of Gaoxigou, launches on ecological benefits, economic benefits and social benefits respectively, chooses 16 representative evaluationindexes, constructs the evaluation model of ecology and economy interactive development of Gaoxigou. Using AHP and some mathematic methods, and preliminarily evaluates and demonstrates the ecological benefits, economic benefits, social benefits and integrated benefits respectively.(3) The results show that, from 1999 to 2005, the change trend linear equation of ecological benefits in Gaoxigou is Y₁=0.5964x+50.144, the ecological benefits are common as a whole; the change trend linear equation of economic benefits is Y₂=3.6454x+22.313, the economic benefits present the low transition from the poor to a little poorer to common; the change trend linear equation of social benefits is Y₃=-0.7121x+45.977, social benefits are a little poorer in numerous years; the change trend linear equation of integrated benefits is Y=1.4011x+40.853, the integrated benefits present the slow transition from the poor to a little poorer to common as a whole also. In a word, near several years ecology-economy-society benefits development can't form interactive "Win-win" development pace in Gaoxigou.(4) According to the evaluation results, combines with the impersonal practical circumstances of Gaoxigou, proposes ecological and economic interactive "Win-win" development pattern of Gaoxigou, which is Gaoxigou pattern, embodies four aspects, that is areal development pattern, layer development pattern, three-dimensional development pattern and circular economy pattern, and makes demonstration and illumination from the four aspects respectively. At last, in order to promoting ecological and economic interactive "Win-win" development of Gaoxigou, combines with practice circumstances of Gaoxigou, gives some feasibility countermeasures from the four aspects, which can respectively promote ecological development, economic development, social development and circular economy development.(5) Innovative points: qualitatively constructs the ecological and economic interacttive development evaluation model of Gaoxigou for the first time; proposes the ecological and economic interactive development pattern of Gaoxigou, which is Gaoxigou pattern.
