The Circular economy came from developed countries. In 1990s, Germany, Ameica and Japan firstly became to put it in practice as a developing mode of economy&society to realize sustainable development, and obviously obtained economic benefit and environmental benefit. Although Gemany was the first country to conform this mode by laws, Japan was the best one to develop circular economy. Japan also has conformed circular society as its destination. China is just on the first step of the way to practice circular economy, and the central government, local government are groping for how to practice circular economy better. So, learning foreign countries' advanced experience to apply to our country's practicality has been an important task.Developing circular economy not only needs direction by the notion of zoology homnony, but also needs supporting by science&technology policies. This essay directed by ecology and system theory, research the science&technology policies of circular economy of Japan and try to review the background, content, effect and all relative factors. First, the author reviewed the basis and the background of the science&technology policies of circular economy of Japan; In the 3rd chapter, mainly introduced its content, important policies and function mechanism; In the 4th chapter and the 5th chapter, researched the laws of circular economy, and reviewed the relative economic policies and society policies. In the 6th chapter, the author analysised the applied effects of these policies by researching the industries of household electrical appliance, automobile and architecture. At last, put forward the countermeasures and suggestions.
