World productivity has been tremendous influenced by modern science and technology (S&T) nowadays, which has led to faster productivity growth than ever before. Moreover, economy booming, social development, human welfare and international competition improvement all greatly lie in S&T innovation and progress. S&T development highly depends on rational government policies, which need to demonstrate not only nature regulation through S&T development, but also relationship between social practice and S&T. These policies play a significant role in social economy growth. Therefore, relevant government agencies should pay adequate attention to scientifically and effectively establishing and adjusting these policies.In this paper, Japanese S&T policy after innovation in 1995 has been selected as an example. To begin with, based on a summary of science and technology innovation in Japan, reasons for implementation of S&T innovation in 1990s have been reviewed, which come out of international market competition and domestic economy growth. Then a deep analysis from aspects of "mechanics" and "contents" on Japanese practices has been made by data calculation, comparison and investigation. Next, a model of Japanese S&T policy and a theory of "Five factors in science and technology establishment and adjustment" have been raised, including factors of legal institutes, supervision and executive institutes, public involvement, technology foresight, evaluation and feedback mechanism. Relationship between these factors and S&T policies has also been outlined, which is shown in a chart named "Establishment and adjustment of S&T policy". Finally, suggestions have been made in accordance with aspects of "mechanics" and "contents" based on current situation and problems in our country.
