Reflection On The Establishment Of Public Service Government In The West Under-developed Area

Currently our society is faced with a major contradiction, that is, the contradiction between the overall and rapid increase of public demand and the severe shortage of supply of public products. This is the main contradiction of socialism society displayed in the new phase of reform and development. This contradiction is particularly obvious in the west under-developed area. Taking the establishment of public service government in the west under-developed area as an example, this paper presents the theory of public service government, the significance and special difficulties of the establishment of public service government in the west under-developed area and the anti-measures should be adopted. This paper comprises four parts.Part one presents the theory of public service government.The theory of public service government reflects the basic tendency of the reform of the developed countries. The new mode of public service government presents a totally new role and function of the government in the social development, which accord with the tendency of government reform throughout the world. In 2002, China's local government put forward specifically the establishment of public service government, and in 2004 China's central government proposed the same idea.Presently, the research on public service government by Chinese scholars displays, to a certain extent, such a tendency, that is,"one concept, different expressions". The scholars involved define it from different perspectives such as political moral pursuit and the tenet of CPC, the relationship between the government and the society, governmental functions and government's governance mode. There are three representative definitions. In my opinion, Chinese public service government should be a modern government with sticking to the people-oriented and society-oriented fundamental principle, adapting to socialism market economy system, and following the basic principle of fairness and justice, law-based administration, high efficiency, transparency and limited accountability, and properly disposing the relationship between the government and the market so as to achieve a harmonious and healthy development of society and economy. The main characteristics are: 1.being people-oriented. 2. law-based administration. 3. being fair and just. 4. being honest and clean. 5. being democratic and transparent. 6. limited functions.Part two explores the significance of the establishment of pubic service government in the west under-developed area from five aspects.Firstly, the establishment of public service government is the necessary choice for the west under-developed area to break away from the backwardness of economy. The economic development of the west under-developed area has always been difficult to enter into an ideal phase in which it can be rapid and effective, which is related with the non-establishment of public service government. Secondly, the establishment of public service government is the necessary requirement of maintaining a balanced social and economic development in the west under-developed area. Special efforts should be made to maintain a coordinated development of society and economy and continuously strengthen the public service function so as to avoid the malpractice of"one leg is longer than the other one"in economic and social undertaking. Thirdly, the establishment of public service government in the west under-developed area is an integral part of building up a harmonious society. The governments at all levels in the under-developed area enjoy the administrative power and control the public resource, and thus they should play a very important role in the process of building up a harmonious society. Fourthly, the common people in the west under-developed area have a strong aspiration to the establishment of public service government in the west under-developed areaPart three carries out a comprehensive analysis of the special difficulties which have to be considered during the process of establishing public service government in the west under-developed area.Compared with the east area, the west area has the following five aspects of disadvantage. Firstly, the natural and geographical condition is complex and the social and economic undertaking is backward. Secondly, with financial difficulty and unreasonable structure of income and expenses, the government enjoys a low capability of providing public service. Thirdly, the concept of modern public service has not really formed and the local government's malfunction such as"overdone administration"and"failure of administration"is serious. Fourthly, the capability of developing human resource is poor. Fifthly, the construction of soft environment for government's public service is far behind.Part four discusses the anti-measures should be adopted to establish public service government in the west under-developed area in accordance with the practical situation.Firstly, a new concept should be established. First,"service"concept and"people-oriented"idea should be embraced. Second, the concept of"administration in accordance with law"should be established. Third, the concept of sunshine administration should also be embraced. Secondly, the government should change its functions. The government should take promoting employment as its primary function. The government should also endeavor to push forward the development of education and public health and perfect the social security system. Thirdly, the public financial system should be perfected. First, a standard government transfer payment policy should be implemented as soon as possible. Second, the local government of the under-developed area should adjust its fiscal expenditure structure. Fourthly, the supply of public service should be increased with multi channels. The exterior factors include two systems, one is the central government invests more to the west area, the other is the east area supports the west area. Viewed from the interior factor, the government finance should pay all the expenses in the pure public products such as basic education. The half public products such as public traffic and coal gas should be operated by enterprises, social or non-governmental organizations. Fifthly, a good economic development environment should be created. The good economic development environment includes good policy environment, good credit environment, good infrastructure environment and good human environment. Sixthly, the mechanism of performance of evaluation should be improved. Seventhly, the government's self-improvement should also be strengthened.The restructuring of government is the objective requirement of solving the deep-structure social and economic contradictions, therefore it is a systematic project involved many aspects. Though there are many difficulties in the process of establishing public service government in the west under-developed area, as long as we stick to the principle of practicality and service promoting development and rely on the support of the central government and the east developed area and take good advantage of the initiativeness and creativity of every people in this area, we have every confidence to make a great success in this field.
