The South China market is the strategic market of PetroChina. The PetroChina South China Market Company is the important participant of this market. The company quota is near 1/3 of the South China market.At the end of 2006, the Retail market of product oil opened completely. The competition of the market gets acuteness. "Get the terminal, conquer the market", to product oil sales enterprises, the one who can extend terminal quickly can acquire competitive advantage. To extend the terminal, the construction section will carry important responsibility. Terminals with high quality ensure the sale of product oil and the strategic layout of the company. Considering that, to construct terminals with high quality is the guarantee that the company carries out the strategic target in South China market.The South China Company takes oil depots and gas stations as main construction object. As many terminals will be constructed, the investment is huge. The programming ground for terminals is lack. The safe request is strong as well as the specialty. This means that the company construction missions are heavy, busy and with high quality. Many items need to be contracted. To study the project quality management of the South China Company is realistic.Reviewing the development of Quality Management theories in four periods, we can see that the Quality Management methods developed as well as technology and production improved. The paper tries to find out the effective methods to carry out the project quality management of the South China Company.The construction process of project item is the formation process of project quality. The project quality is influenced by environment greatly. So the quality of project is fluctuation. To deal with quality problem is costly. The quality standard is misty and the quality problem can be worse with the development. Constrction is different from other. So the Quality Management of Constrction project is different from Quality Management of the common. Course, form and outside press are all different. It means that Quality Management system of Constrction project should be made up by Quality assurance system, Quality controlling system and Quality supervision system. Environment that effected on constrction quality includes the government supervision, construction insurance and construction warrant. Now, the government supervision has turn to all the partners and all stages from the constructor and building site. Construction insurance provides effective methods for project management. The insurance company will provide risk management to the one who are insured. on the other hand, once insurance trouble occurred, the insured can acquire economy indemnification in time and availably reasonable and reduce the delay loss, then the project quality can be promised. Construction guarantee includes ten various types generally. It can guarantee the benefits of constractor, material supplier, owner etc. The excellent one can acquire the cost lower insurance and guarantee more easily and get competitive advantage. Construction insurance and construction warrant make it possible to tell apart the bad from the good. Construction warrant is adaptive at current.The partners who influence project quality is decided by the means project be carry out. The South China Company's main construct object are oil depots and oil stations. The construction scale is opposite small. Expenses and quality control are considered. Choosing a method that is more mature, convenience, be advantageous to a contract management, the D-B-B is suitable. Designing-bidding-building is a traditional method of construction project. But it is not so effective for information asymmetry between builder and the outside. Owner has to improve the ability to get more information about quality and get more methods to punish the bad. To effective, the punishment would be sternly.The South China Company builds her construction quality management system on TMC theory. The company manages from the procedure and various regulation systems. The company tries to enhance the quality management system by enterprise culture, to expand enterprise spirit, to persist principle of management, to improve work method to stir up the employee's work enthusiasm, to raise management effect.The company tries to train her person to get more information about construction quality. The company tries to build a sample to compare the different. The company strengthened to the professional training, paying attention to build study organization, making the company advantage in project quality management.Bidding, reward, punishment, construction warrant are methods to drive designer, builder and supervisor to do something about quality improvement. The target is to build top-grade project undertakers.The Company should be a supervisor to enhance the supervision. The company can buy the key equipment herself. The company also can make use of new technology to improve construction quality. At last, when designer, builder and supervisor want turn something to advantage, the company helps them to get it. All partners can work together to improve the construction quality.
