With the further reform of telecommunication system, the present net structure and its service can't meet the demands of the potential market. Aiming at reducing the costs for the enterprises and improving the net utilization ratio, this paper makes research into ip net structure and the service items it provides for the marketWith the rapid development of China's economics in recent years, telecommunication industry is playing a leading role in the national economy and people's daily life. Moreover, telecommunication has become the basis for the development of the economy. So it is not a surprise that there is not much difference between the North and the South even the domestic and the abroad as far as telecommunication technology is concerned. Any experts at telecommunication have a clear mind that telecommunication industry itself is an economy pattern on a large scale, which requires a huge investment before bringing profits. So it is extremely important for an enterprise to plan carefully fore the net is built, optimize the net afterwards, improve the net utilization ratio and enforce the net stability and safety. This paper begins with an introduction to the present conditions of Jilin Provincial Net Communication Corporation. Firstly, on the basis of the data in 2005, a prediction is made on the potential users by means of analogy, population popularization ratio, trend inference and growing curve analysis; secondly, on the basis of the number of the customers involved with various businesses, a prediction is made on the potential businesses; thirdly, on the basis of the above two predictions the potential output flow capacity of the provincial net is calculated. As a result a conclusion can be drawn that the number of ADSL(broad band) users shows a rising tendency while that of narrow band users shows a falling tendency. Accordingly in 2008 the number of ADSL users will surpass that of narrow band users. And the number of the users of other kinds of businesses shows a rising tendency as well.Therefore this paper puts forward a project consisting of the strategies respectively in network development, value added application system, network construction, security system construction and upholding construction. Finally a budget and risk evaluation is made based on the above construction strategies. On the condition that the three variables of the fixed capital investment, business costs and redistribution income vary around 20%, the internal profits ratio of this suggested project is still higher than that of the standard internal profits ratio for the telecommunication industry, which proves that this project has a strong resistance to risk.
