Through the elaboration of the development of production,study and research in our country,and in-depth investigation and analysis of the GS Institute's organizational structure based on the combination of production,education and research,the background of this topic is determined.After analyzing and investigating the development status of domestic and foreign performance evaluation systems,it is concluded that it is of great realistic and theoretical value to carry out an empirical study on the project performance evaluation that is highly integrated with the GS Research Institute.After researching the performance evaluation methods adopted by domestic and foreign companies and institutions,they summed up the existing connections,differences,advantages and disadvantages among the methods.At the same time,through comparison and analysis,we find out the differences and links between the performance evaluation of research institutes and enterprise performance evaluation.Then through the satisfaction survey and empirical analysis of the status quo of the project's performance evaluation of production,education,and research,the GS Research Institute finds out the existing problems and finds out the factors that have a negative impact on the management of the current production,research,and research projects.On the basis of comparative analysis of various performance evaluation methods,combined with the current status of the Institute,it is proposed to re-establish a project performance evaluation system combining production,learning and research through the improvement of the Balanced Scorecard and KPI performance indicators.Use the idea of balanced scorecard to design the scheme and steps of the project's performance evaluation system.By clarifying the vision and function of the institute and clarifying the strategic objectives of the institute through the relationship between the four functions.Through the decomposition of the strategic objectives of the Institute,and from the four dimensions of the improved Balanced Scorecard,a strategic map of the combined production,teaching and research project is formulated,and based on the various dimensions of the strategic map,based on the GS Institute's production,research and research projects.Features determine the strategic objectives of each dimension,and at the same time decompose the strategic indicators of each dimension.After testing and analyzing the historical index data of the production,research,and research projects of the GS Academy,the KPI indicators under the actual strategic index values and their corresponding weights are determined.According to the established KPI indicators and their weights,the performance of the GS Institute's combination of production,study and research projects is graded,and applied to the performance evaluation of the GS Institute's combination of production,education and research,and a score rating is calculated.The newly designed performance evaluation system was put into trial operation,and the feedback results were recorded and analyzed.And through comparison,we found that the new performance-based method of production,education,and research combined projects has achieved significant results in the GS Research Institute.In the end,the achievements and deficiencies of the performance evaluation of GS Research Institute based on the improvement of the Balanced Scorecard were summarized,and the subsequent research was prospected.The research results obtained on this topic have significant reference value for other domestic research organizations with similar organizational structures.
