Oceanographic surveys are important and have been used to study ocean, exploit oceanresources and protect ocean environment. The study of oceanographic surveys of china is less thanother country, so it can’t satisfy the needs of ocean exploitation. The China coastal region oceanoptics surveys are used to obtain the apparent optical parameters, inherent optical parameters,hydrographical and meteorological data. The research project has could retrieve optical propertyof water absorption and scatter coefficient, water-leaving radiation. We can know the temporal andspatial variability of water along China coastal region through these experiments.The national ocean technology center (NOTC) is dedicated to the marine public service, andit is a talent-intensive research institution. Overall, China’s maritime human resourcesdevelopment is lagging behind the developed countries. At present, there are also human resourceissues in NOTC. Improve human resource management is the key to development of marine.Human resource management in Marine research projects belong to the scope of projectmanagement.We have carried out the research project analysis, by describing several important aspects ofhuman resource management theory. Though the use of qualitative and quantitative analysismethods, and project management and management principles of economics, we analyzed theprinciple of human resource management, use, configuration and incentives, and researched theresearch project case study. The important parts of human resource management are performanceevaluation, potential improvement, stuff training, post configuration, recruitment system,compensation management and corporate culture.The satellite remote sensing research department of NOTC has completed the project. Wehave met the project’s contracts and technical specifications requirements. The project has passedthe acceptance in April2011. Successful completion of the project was due in part to carry out thehuman resources management. We have carried out applied research and actually try in the project,and have developed a number of management methods, improved the management awareness,promoted management system improvement, achieved the standard management.
