Refined Management Of The Implementing Process Of State Student Loan Policy

Ever since the solemn promise of the policy of student loans, we have struggled to find ways of dealing with its solution."Do not let even one student in need be deprived of education"is still our dream. During the seven years from then on, we have achieved many goals, but there is still a long way to go for us. On the one hand, we have already eased economic source pressure to finish the study for the poor university students; on the other hand , with the wideness of the range of the policy's practice and the coming of the date of the repayment, the problems in the present policy have appeared continuously, especially the deeper contradictions. This issue analyzes the problems in the present policy and points out that the present institutional obstruction has taken great effects on the implement of the policy. It also brings up the standpoint of"integrative management"aiming at these problems, and the concept and method of"refined management"to solve these problems.This academic research of this issue aims to assist to solve the problems existing in the actual operation of the policy and emphasizes on its practicability. It tries to base on previous researches use the mature management modes for student loan used abroad for reference, and combine with the basic situation of the country at the period of changing to find a way to solve the problems in the operation of the present student loan policy.The most important feature about this issue is that it is a completely new way to present the author's opinion. It contains five chapters. In the first chapter, it mainly introduced the aim of the mode of"refined management". That is to get biggest efficiency with smallest cost and to promote the healthy and continuous development of the student loan policy. According to the characteristics of the policy and the actual situation of the principal part of benefits, in terms of the guideline of"positively operate, prevent risks", stick to the working concept of"planning, programming, revising, predominating", improve continuously and put an end to wasting and get biggest efficiency, promote management level and core ability. The second chapter will state"Two masterstrokes of the mode of refined management". In this part ,there are four steps to enforcement the method of"refined management". The purpose of the author is to let the readers understand deeply the meanings and functions of the mode of"refined management"and build consciousness. In the third chapter, it may talk about three reforms in refined management model. This part contains a large number of examples and materials to elaborate the main idea : construct student loan policy implementation system with Chinese characteristics; enhance the recognition level about student loan; improving each step in implementing student loan and closely stick to the guiding effect of"practical implementation line". In the fourth part, the author stated four guarantees in implementing refined management model .⑴organization guarantee⑵policy guarantee⑶mechanism guarantee⑷fund guarantee . And in the last chapter, it introduced five"in places"in refined management model.Five"in places"in refined management are measured by the standard of the general goal. There in no existing model to borrow from for implementing refined management. It is the embodiment of subjective wills on objective management and there must be a systematic planning in order to go through from easy to difficult and from basic to professional, follow in order and advance step by step. This requires that when mastering"one goal","two main lines","three reforms","four guarantees"The uniqueness and innovation in the essay is that it comes up with the way of thinking to put the method of"refined management"into the management of the policy, bring the idea of previously using the method of"refined management"in enterprise management into the management of student loan and manage to optimize the managing flow, and use this method to solve actual problems. It is the exertion of the advantages of national policy and the presentation of equal education to the biggest extent, and contributes to the development of China in the 21st century.
