In recent years, the "three rural" issue has been the focus of attention in China. In the final analysis, it is actually peasants. The crux of the problem is low-income farmers and the problem of finding a job. The root of the problem is that farmers lack the ability to acquire knowledge. However, as a major agricultural province of Jilin Province, it has a large number of rural human resources whose capability and quality is generally quite low. This affects China's agricultural industrialization, modernization process; the process of urbanization in rural areas; building new socialist rural areas, which will ultimately affect the building of a harmonious society. So human resources capacity-building to strengthen agriculture is necessary.This paper will analyze Jilin Province'rural human resources capacity-building from four areas:The first part is the contents of human resources capacity-building in rural areas and some related theories. The word "Human resources capacity-building" births with the APEC summit meeting in human resources capacity-building. We can understand the connotation from several perspectives: First, capacity building is a goal to enhance their decision-making capabilities from the environmental analysis and the choice of targets. Second, capacity building of human resources is demand-driven. Third, human resources capacity-building is a process. Fourth, to enhance human capacity building is the competitive edge. Fifth, we should improve the system of human resources capacity-building. The basic content of the capacity building of human resources in rural areas can be understood as that: through education, training and other means, and using quality education and urbanization to raise their awareness, the ability to transform the nature and society, and improve their competitiveness ultimately. If connect with the situation of China's rural human resources capacity building, from the government point of view, it can be understood as that: the government takes effective measures to raise the culture quality of human resources and skills; then to realize the transformation from physical to a skilled, and ultimately from a skilled to an intelligent type. That is all to meet the needs of social development and progress. On its theoretical basis, the first exposition is the ideas of Marxism on human resources. Marxist economic theory is the basic theory for the practice of China's socialist market economy and we can find Marx's ideas on human resources from his labor theory, From the Marxist political economics research and the content explored, we know the labor is its core. Marx's theory divides the simple work and complex work, labor theory of changes in labor resources and the trend of changes in the industrial structure theory, etc. which inherent the human resource thinking scientifically. The following is about human capital theory in the West. Modern human capital theory rise in the late 1950s and early 1960s, the core content of this theory is that, in the various factors that have influences in a modern economy, human capital is in a central position. And we can achieve the human capital primarily through investment in education and training, and the improvement of the knowledge and skills of workers. Shultz is the founder of the theory of human capital; he thought that the education and health of the population is closely related to the level of labor productivity. According to Becker's view, the human capital is embodied in the person of the stock of skills and knowledge, culture and education; skills training and economic implications of the experience of the characteristics and quality of the laborers in the coagulation factor. While Denison's empirical study on human capital for economic growth and contribute also injected fresh blood to Human capital theory.The second part describes the need for the government to further strengthen capacity-building of human resources in rural areas of Jilin Province. The 21st century is knowledge-based economy era based on knowledge, intelligence and the ability, human resources has become the primary resource. China has attached great importance to the three rural issues, and in recent years, it also proposed to build a new socialist countryside. Face reality, human resources capacity-building in rural areas has a more far-reaching meaning for Jilin Province to strengthen. To strengthen human resources capacity-building of farmers is the way to improve the quality of human resource; it is also the fundamental way to resolve the issue of farmers; it is the decisive force to promote agricultural industrialization and modernization of agriculture; it is the transfer of rural surplus labor force; it is the driving force for speeding up the process of industrialization and urbanization; it is the needs for building a new and modern rural. The 16th National Party Congress put forth the issue of accelerating the process of industrialization, the grand goal of building a well-off society. A well-off society in an important indicator of the relative proportion of the rural population is small, the relative share of low agricultural employment. And it can also be understood as the increasing transfer of the farming population and accelerated urbanization process. This requires upgrading the overall quality of the agricultural population, and increasing the capability. To strengthen agricultural human resources capacity-building, awareness can be guided toward our goal of transforming socio-economic structures. This helps to reduce conflicts and detours in accelerating the process of economic restructuring.The third part analyzes the problems that exist in rural human resources capacity building of Jilin Province. Jilin has a large agriculture population, and human resources capacity is generally lower in rural areas. It has many causes; and there are also many problems of the government in strengthening human capacity building in rural areas. The most important point is that the government lacks the financial input in rural education. Capital is a prerequisite for the development of education in rural areas. If we lack it, rural human resources capacity-building cannot be completed well. The second one is that the government's management system is not perfect enough for rural education. Teachers and equipment are insufficient and not high quality, and the set of the classes are also not from the actual needs of rural school curriculum, and it has a chaotic management. These eventually led to the low capacity of human resources in rural areas of Jilin Province, while this contradicts to the development of modern agriculture and the new rural construction. Therefore, strengthening of human resources capacity-building in rural areas is particularly urgent.Based on the third part of the problems that exist in rural human resources capacity building of Jilin Province, the forth part analyzes the countermeasures that the government takes to strengthen the capacity building in rural areas. To realize the industrialization of agriculture; modernization and urbanization of rural areas; promote the construction of a new socialist countryside; we should make human resources as a fundamental motivation to promote the development of agriculture. It is necessary to strengthen the capacity building of human resources in rural. The government can choose the following main measures: first, strengthen rural education. For rural compulsory education is the foundation to enhance the capacity of human resources in rural areas. So it is necessary for the government to increase its financial input; protect and improve the management system for rural compulsory education funding and update their concepts of education, and improve education system. Secondly, the government should develop the vocational education in rural areas. It is the key to enhance human resource capacity in rural areas. Because of the development of rural towns and the current economic restructuring, the community will also change the structure of demand. To meet the needs of urban development, we need to strengthen human capacity building in rural areas immediately. We need to train them to meet the required capacity of urbanization and industrialization, to make it a better grasp of the relevant technical and professional skills. The government could mainly through the success of rural vocational schools and vigorously develop secondary schools and vigorously develop vocational training, and adult education in rural areas to achieve success. So it will enhance their practical skills training. Third, promote modern distance education so that farmers can get more knowledge through the Internet and to receive more useful information. That would provide effective supplement for the rural compulsory education, vocational education and training. Fourth, the government has the work to popularize science and technology. It is the key measures to popularize scientific knowledge and improve the quality of all people. This work of popularizing science also related to the development of agriculture and the rural area; related to the improvement of the farmers'quality of the science and the process of building a new socialist countryside. Therefore, the government should establish mechanisms: First, establish four major organizational leaderships; second, it is necessary to establish a scientific input; the third is the establishment of publicity; fourth, establish a supervision and incentive mechanism. Only in this way can the government provides protection for their wide dissemination. Only the effective implementation of those aspects of the work carried out, Jilin's rural human resources capacity-building would have a positive effect.
