Yangtze River Delta region has the largest total economic outcomes and is the most economically active region. As the number of enterprises'cross-business and cooperation increasing, economic integration speeding up significantly, the Yangtze River Delta will be a larger space economies which is called Pan Yangtze River Delta Economic Community. In this context, provinces and cities of the Pan-Yangtze River Delta pay attention to regional economic development and take effective measures to support.It will bring a wider range of economic, transport, major industrial integration, and the civil aviation industry of Jiangsu Province will be influenced in the process.Jiangsu Province is the developed area that relys on export-oriented economy and the economic output is the second place of the country, but the level of civil aviation is low. For example, Wuxi, Suzhou and other developed regions rely on the Pudong and Hongqiao airports to achieve foreign contacts. But as the Shanghai airport group strategic planning changing, these regional civil aviation needs are not being met. It limits the export-oriented economy further development of Jiangsu province, therefore, self-reliance, and development of its civil aviation is imperative. Civil aviation development plan is guidelines and strategic of civil aviation development, but in actual execution the plan could not have very good guidance, sometimes even limits the civil aviation development planning. In order to solve the development planning, this paper attempts to this deficiency in civil aviation resources optimization allocation fields are discussed, solve civil aviation developing planning of resource allocation problem of the unreasonable, and further enrich civil aviation development theory.This paper focusing on pan delta perspective, introduces the theory of civil aviation related with production function for the allocation of resources in Jiangsu province, analysis of civil aviation coefficient of resource allocation situation of Jiangsu province, finds the civil aviation development bottleneck. Combining the externality theory analysis civil aviation system internal development law, further expand the theory, analyses the effect of development of civil aviation. Use Edgeworth Box to theoretically analyze conclusion that traffic resource configuration should be to the civil aviation.Based on traffic resource disposition theory made certain development and try to construct research civil aviation allocation of resources, combining with the theoretical framework of Jiangsu province as an example, this paper discusses the civil aviation department for Jiangsu decision-making provide decision support!...
