The Industrial Cluster Of North Tianshan Slope Economical Belt

Professor Porter had brought forward a cluster definition in"The Competitive Advantage of Nations", on this account, to improve a country's estate competition, cluster strategy is applied by various learning organization , governments of all countries in the world extension ,and the"cluster"factor is thought to be the important industrial restructuring strategy in our country to promote regional economic growth .Economic belt of north slope of Tianshan Mountains is the core area of Xinjiang Uygur Autonomous Region , by method of integration of quantitative analysis with qualitative analysis, and based on studying documents and investigation, we have analysed three big industrial rates of working output, market-oriented level , industrial preferential , informatization level and degree of city opening to the outside world .We have analysed the space structure and social resources of Economic belt of north slope of Tianshan Mountains, on the base of four economic zone, that is Urumqi economic zone , economic zone of"Shi-Sha-Ma", small"Golden Triangle"of"Kui-Du-Wu"economic zone and the big"Golden Triangle"of"Kui-Shi-Ke"economic zone. on this account, We think that the market-oriented level of 11 cities is not very high, but each city not only has common superior industry , but also has regional advantage branch ,as the cooperating condition is good, social and natural resources are rich, all these advantages lay a solid foundation for the development of an industrial clusters in the economic belt of north slope of Tianshan Mountains .Our paper further analyzed the restrainting factors, such as natural conditions , enterprise scale, analytical aspect and function of the government allocation. Accordingly, We advised by learning form the successful cluster patterns, fixing community government function scientificaly, reinforcing the medium-sized and small enterprises financing ability, fostering the entrepreneur's innovative, further developing the soft environment, to promote the industrial clusters of the economic belt of north slope of Tianshan Mountains.
