On Administrative Encouragement Of Science And Technology

The aim of administrative encouragement of science and technology, as a new, effective, non-compulsory administrative act, is to encourage the advanced, spur the lagged, and to praise the outstanding contributions to science and technology to fully mobilize and arouse the enthusiasm and creativity of researchers by ushering in a competition mechanism. On the whole, administrative encouragement system of science and technology in China is gradually moving towards scientific, standardized and institutionalized and it has played an important role in science and technology progress, economic development and social prosperity. However, there are still some shortcomings in China's current administrative encouragement system of science and technology, so there is still great room for the study. This paper mainly discusses the general theory of administrative encouragement system of science and technology, and analyzes the current situation and limitations of administrative encouragement system of science and technology, and finally, brings forward some suggestions to perfect administrative encouragement system of science and technology in China.Chapter I makes a research on the general theory of administrative encouragement system of science and technology. This chapter, based on the present concepts of it, makes a reconstruction of the concept of administrative encouragement of science and technology. Emphasis has been put on its functions, principles and classifications. And meanwhile, this chapter analyzes the relationship between administrative encouragement of science and technology and non-governmental award of that.Chapter II introduces foreign administrative encouragement systems of science and technology and their enlightenments, involving the United States, France, Russia, Thailand and etc., and furthermore, summarizes their characteristics and their enlightenment for China.Chapter III analyses the current administrative encouragement system of science and technology of China, namely, its present situation and limitations, and moreover, puts forward some proposals to perfect the system in the legislation, management, and other aspects.
