Science and technology encouragement is not only the concentrated reflections for national scientific and technological level and the policy guidance, but is also the recognition and affirmation for the scientific and technological personnel's originality contribution on promoting scientific and technological advancement and society civilization. Moreover, the science and technology encouragement bring into play important impetus on motivating scientific and technological personnel to struggle, pioneer and invent continuously. The integrated science and technology encouragement system and scientific and reasonable science and technology encouragement analysis and judgment methods are the technical safeguard of science and technology encouragement bringing into play positive effect. Therefore, science and technology encouragement estimating method research is becoming a very urgent and import task.This article firstly reviews the main achievement in home and abroad science and technology encouragement research area. Moreover, it sums up and comments the research actuality of science and technology encouragement issues. Then it gives a brief introduction to science and technology encouragement theory. Furthermore, it carries out the relative analysis research to the science and technology encouragement in China, America and India as well as analyzes the advantages and disadvantages in our country's science and technology encouragement system. Secondly, the article bases on science and technology encouragement analysis and judgment flow, uses statistics analysis software (e.g. SPSS and Excel) as science and technology tools, synthetically bringing to bear factorial analysis method and ideality point method etc., establishes"Science and technology encouragement 3D object integrative estimation model". Last but not least, this article uses Kendall's concordance coefficient and Dispersion Coefficient solely, basing on expert group and expert personal aspects, carries out anti-assessment analysis for expert analysis and judgment quality and discusses the reliability of expert analysis and judgment."Science and technology encouragement 3D object integrative estimation model"is a 3D object integrative estimation model basing on statistics, management and psychology theories. It carries out quadratic dimension reduction method through primary integrate estimation and advanced integrate estimation, scientifically simplifies estimation issues which consists of analysis and judgment expert, estimation index and analysis and judgment items and finally obtains final science and technology encouragement analysis and judgment result.
