Study On Economic Development Of Gansu Minority Nationality Areas Restricted By Ecological Environment

Economic development is an emphasis of modernization in Gansu minority nationality areas, but the distributions of the depressed and vulnerable ecological environment coexist in the minority areas, which is not a good coupling, and restrict sustainable development of the areas. However, Gansu minority nationality areas are special, and they are important for Gansu ecological security, even in the whole nation, so their sustainable development is not only the problem of themselves left to be solved but also the imperious need of Gansu sustainable development.The research on the coupling of the ecological environment and economic development belongs to marginal and crossed research field. Based on the nationalistic economics, ecological economics, regional economics and the theory of sustainable development, this paper connects the local economic development and ecological environment protect by absorbing previous researching results and in situ investigation and analysis, and study them as a whole coupling system.. Firstly, we use lengthways-transverse analysis and found that the economic development in minority nationality areas is of the low level in Gansu province, and worse than most other minority nationality areas in the whole country. Analysis based on RS and GIS methods shows that the ecological environment is deteriorating and there are many ecological environment problems restricting the economic development such as severe vegetation degenerate, land-desolation, rapid sandy desertification , lacking of water , frequent natural disasters like water and soil erosion, wetland drying , the ability to self-constraint of water and soil retreat etc. With nationalistic economics, the regional cultures -Islam and Buddhism, were found to play an important role in economic development and ecological environment protection. It shows that the coordinate development between the economy in Gansu minority nationality areas and ecological environment is not optimistic by calculating the coordinating development degree, in which Aksai, Subei, Sunan are of preliminary coordinating development areas, Tianzhu, Gannan of reluctant coordinating development, Zhangjiachuan and Linxia are under disorder. We add social system to this and conclude that there is malignant circulation phenomenon in Gansu minority nationality areas that is washy ecological environment-poverty-low quality people and over rapid growing of population-aggressively exploitation-washy ecological environment, namely so-called "PPE strange circle". With eco-economics, we put forward that the local eco-economy benign circulation can be realized by developing eco-industry, constructing eco-town, and strengthening nationality cultural construction. Finally, we put forward that enhancing people's quality, enlarging infrastructure construction, innovating system, creating the benefit compensating mechanism of ecologic economic construction, implementing ecological immigration, reinforcing labor output ,and building eco-economy information system etc. And this can contribute to breaking up the environment restrict for developing economy.
