Study On The Anti-poverty In The Minority Nationality Areas Of The West China

The anti-poverty project implemented by the government in China has been made great progress since the reform and open-outside. For this project, whatever it belonged to the institutional pattern, remedy's pattern, exploring pattern, etc, government has always played the role of the leader, the decider, an organizer and an implementer. According to the theory of government failure, those anti-poverty patterns charged by government mentioned above have meted lots of shortness which could not be conquered under its own institutional framework. Further more, such problems as the high ratio of poverty population, the poor nature environment, the local week economy strength and some local culture unmatched to the modernization progress make the long way to go for the minority nationality area of west China to anti poverty in the 21 century.Based on the recent development of the theory and practice of anti-poverty home and abroad, this paper reviewed China's anti-poverty history and the evolution of its system and institution, evaluated its achievement, analyzed the shortness of the exploring model of anti-poverty deeply, the spatial and nationality distribution of the poverty population also were described by the detailed and accurate data. Combined with the new demand put forward by such three historical task as overall well-off society building, socialism harmonious society constructing and socialism new countryside, the participative poverty alleviation was recommended by the author, the operational institution and policy system have been designed in this paper.This paper included such five parts as the bellow:The first part is about theory of poverty and anti-poverty. The study finished by Chinese and foreign researchers have been surmised systemically. The relationships among the income poverty, capability poverty and rights (opportunity) poverty have also been analyzed. Finally, the author surmised the target and strategy of anti-poverty.The second part is about the China's poverty population and the arrangement of poverty alleviation. Based on the review of China's poverty alleviation and development history, the drawbacks and disadvantages of the government charged anti-poverty pattern, the spatial and nationality distribution features of the poverty population have been analyzed in this part. The third part is to study the poverty situation and its causes. In this part, the poverty feature and its spatial structure of the minority nationality area in the west China, the most urgent problems to promote the task of anti-poverty faced for this area have been interpreted. Finally, the cause of the poverty for this area was inquired into wide on every side.The fourth part is on the issue of participative poverty alleviation. The author regarded it as the inevitable choice. Through the summary of the new background for the minority nationality area of the west of China to anti poverty, referred the international experience, the intension and its theoretic foundation of the participative poverty alleviation pattern was studied, moreover, its operational institution was designed.The strategic choice and its countermeasures of the participative poverty alleviation in the minority nationality area of the west China are researched as the fifth part and also the last one.
