The Research On The Application Of New Recycle Economic On Coal Industry In Heilongjiang Province

Coal is an importantly foundational energy sources and raw material in China, it plays an enormous role in the development of society and economy of our country, the experts predict that the demand of coal in China will reach 2 billion in 2020. Therefore the first 20 years in this century is a momentous strategic period for coal industry. But we must see soberly, coal industry in Heilongjiang province at the traditional pattern to exploit and utilize energy with the characters of "high exploitation, high discharge and low utilization", causes serious waste of resources, environment is destroyed severely.The research of new recycle economic is a theory of the relationship among social-economic, Sci-Tech and natural-ecologic and harmonious development. Its advanced development model is an inevitable choice for coal industry to explore a new industrial road. Currently, circular economy is spreading step by step in our country, but the research of new recycle economic is little. So it has important strategic significance to combine the ideology of new recycle economic with the practice of coal industry.According to the research principle which combines quantitative analysis with qualitative analysis, summarizes the theory and practice of circular economy and new recycle economic both at home and abroad, analyzes present situation and specialty of coal industry in our province, and establishes the new recycle economic development model of coal industry based on the reality of them. Thispaper uses 5Rprinciple-"rethink, reduce, reuse, recycle, repair", andconstructs new recycle economic development model of coal industry. In chapter five, thesis researches the evaluation-system of development model of coal industry. Thesis designs the new recycle economic evaluation-system of society, enterprise, economic and ecologic firstly, then on this basis, thesis discusses the method of evaluating the development of development model of coal industry. Finally, this paper goes on the discussion about how country to form a complete set law and policy for coal industry in Heilongjiang province to develop new recycle economic and proposes the concrete suggestions and measures.
