The national defense industry was divided into five military industry corporations, which were majoring aviation, space, watercraft, weapon and nuclear industry. There were more than 200 military industry research units and hundred thousands of R&D personnel. They have become one of the most powerful members in the national defense technology construction and the national economic construction. With the deepening of the reform and opening, most research units of national defense industry were asked to reform from a government-sponsored institution to an enterprise, from the military research to the commercial research, so as to exert the advantages of scientific research and serve the market. Along with the change of market requirements and the demands of industry feature, many research units of national defense industry have adopted the enterprise mode, but different from the real enterprise. Their scientific research projects served for not only military but also for commercial purpose. So the performance appraisal for R&D personnel in research units of national defense industry can't copy that of enterprise simply.In this paper, according to the characters of research unit of national defense industry, a healthy performance appraisal system for R&D personnel was set up. It was expected to promote the development of research unit of national defense industry after reformation. This paper mainly discussed following contents:At first, the paper analyzed basic features of R&D personnel in research unit of national defense industry. On the base of introducing present actuality of performance appraisal system for R&D personnel in research unit of national defense industry, the shortages of it were analyzed. A new performance appraisal system for the R&D personnel in research unit of national defense industry was constructed by considering the affection factors of the performance.Secondly, the paper studied the appraisal module and the appraisal methods in detail. The weights of all indexes were obtained by the Delphi method. The personnel taking part in the appraisal would be decided by the measurement of personal implicit perception features. The performance appraisal was carried out by fuzzy comprehensive assessment method. A demonstration analysis to the performance appraisal concerning the No.703 Research Institute of China Shipbuilding Industry Corporation was also provided.Finally, some advices were introduced to ensure the validity of the performance appraisal and depress common errors occurred during the appraisal.
