With the rapid development of the global economy,more and more enterprises realize that talent is the basis of creating benefits,so how to retain outstanding talent has become a major business management event.As an important part of human resource management,performance appraisal can not only provide motivation for improving employee's ability and performance,but also help enterprises identify outstanding talents and effectively achieve the overall goal of the enterprise.Therefore,it is particularly important for any enterprise to understand performance appraisal and implement scientific and effective performance appraisal.According to the national policy,Z City Construction Industry Group Co.,Ltd is gradually transforming from a local platform company to a substantive enterprise.The Group is facing a huge test of market in the process of transformation.As the carrier of knowledge,the professional and technical personnel undoubtedly become the strength of enterprises to win market competition and play a key role in organizational performance as strategic resources.It is of great significance to scientifically evaluate the work situation and performance of professional technicians and give full play to their subjective initiative so as to promote the rapid development of enterprises.Therefore,the construction of a scientific and reasonable professional and technical personnel performance appraisal system has become an important issue in the reform and transformation process of the group.Through the study of performance appraisal and related theories,the theoretical basis for the optimization of performance appraisal system of professional and technical personnel of Z City Construction Industry Group Co.,Ltd.On the basis of the investigation and research on the performance appraisal status of professional and technical personnel of Z City Construction Industry Group Co.,Ltd.,the existing problems and their causes are found out.Based on the status quo of professional and technical personnel of Z City Construction Industry Group Co.,Ltd.,the assessment indicators are designed from three aspects of work ability,work attitude and work performance.Using the idea of Balanced Scorecard,the key performance assessment indicators of professional and technical personnel consistent with the company's objectives are selected and designed,and the weight of work performance,ability and attitude is determined by means of AHP.In the application of assessment results,the methods of strengthening performance communication and feedback,connecting salary distribution and adjustment,connecting rank promotion and evaluation,and combining career planning and training are put forward.On this basis,the paper puts forward some safeguard measures,such as strengthening the leadership's attention,establishing the performance appeal system and improving the relevant supporting system,to ensure the implementation of the performance appraisal system.Through the study of this paper,the conclusions of the study have certain reference value for similar enterprises.
