The cement is the national economy foundational raw material. In recent years, China s cement industry has reached the rapid development along with a sustained and stale national economic growth, the infrastructure construction as well as the real estate development.However,excessive growth of production capacity leads to oversupply of cement products and the market competition is increasingly fierce. Moreover because of the influence of unadvanced technology,the structural contradictory was still extremely prominent.Country advance a series of related cement industry policy, set the new higher standard for the country cement industry development. The Qinghai Province new material trade limited liability company (here after Qing gong mao) as the earliest cement corporate in Qinghai Province, now faces many problem such as irrational framework,unadvanced technology.under the existing condition,study and make out a production developing strategy meeting the requirement of the company become the urgent matter.This thesis reviews international developing strategy theory, and analyzes the market setting,the competing characteristics using method of SWOT and Michael porter's competing theory.It confirms the opportunities and threatens that the company faces.It analyzes and evaluates resource element,management element,capability element and integral strength of the corporation;nail down the inner advantages and disadvantages of the company.On the basis of this,it point out that Qing gong mao should adopt cost keeping ahead strategy.Relay on the total cost keeping ahead strategy,determine the product competition advantage.About the production competing strategy,they should produce on a big scale by disposing superior resources; To decrease the cost by optimizing the activity of value increasement relating to the total cost keeping ahead steategy;To boost the enterprise's core competitiveness through Technical and Managical innovations. Finally, this article proposed the condition of implementing cost keeping ahead strategy.This thesis directs Qing gong mao to make "the Eleventh Five-Year Plan" and the future development,which will improve the competitiveness.The research method will be used for the reference for making for making strategy and enforcement for the other companies.
