| Large investment and low efficiency of government investment project has long been a thorny issue globally. Governments of many countries are reconsidering system innovation of output of government investment projects. Chinese government sets the target of improving output efficiency of public goods in the Eleventh 5-year plan and conquering issues existing in its construction management(such as the phenomena of "Three-Exceedance" and the management model of integration of construction, management and usage) so as to get ride of the issues of Three-Exceedance and poor project quality at last.The agent-construction system means to set up rational sharing mechanism of responsibilities and rights in order to implement effective management of construction of public welfare project invested by government and according to laws, regulations and administrative rules to select qualified construct agent from project management enterprise or professional institutions with related agent-construction qualification through market-competition or other mode. Government as investor and owner entrusts the full process of implement and construction of the investment project by way of agent-construction contract and pays for project implement and construction mode of related agent-construction fee. The design of "Agent-construction system" became state system(2004) through trials in various places(first in Xiamen in 1993, followed by trials in Shanghai, Beijing, Shenzhen and other places) under the current investment system in China to solve the two major issues: 1. the issue of dispersed management and repeated setups of organizations to avoid varies problems caused by non-professional owners; 2. separation of management, construction and usage to solve the conflict of integration.From development change in management mode of government investment project in China, combining advanced foreign management experience, making use of project management theory, contrast analysis, comprehensive analysis from micro to macro, the article drew the conclusion that agent-construction system is the government procure system with Chinese characteristics, an important measure to improve benefit of government investment project and system innovation of reforming current government investment system. The paper, from general to special, from domestic to abroad, from single anatomy to contrast research, from theoretic discussion to demonstration analysis, analyzed many issues in promoting agent-construction in the current stage and provided comments on solving these questions."Agent-construction system" is system innovation of government investment system in China.
