Study On The Investment For The Problems And Countermeasure In The Urban Construction In Chenzhou City

This paper, proceeding from the historical development and current situation of the investment in the urban construction in Chenzhou city, analyses a few issues such as the unclear governments' function, the limited financing channel, the simple financing way and the outdated management. Afterward, at the request of the rule of the development of market economy, apllying the theories concerning the investment and the public finance of economics and the public management, it classifies the urban construction project into non- operating projects, quasi-operating projects and pure operating projects according to the operating extent of the urban construction. It proposes the way and the target mode of the investmental reform in the urban construction on this basis. It advocates improving the investment company in the urban construction as the way of realizing the governmental investment, taking the pluralistic investment way to the different urban construction projects, utilizing the ways such as stock market, bond market, assets securitisation, etc, extensively expanding the investmental scale to urban construction and utilizing the ways such as project financing of foreign capitals and BOT ,etc. And it also probes into feasibility of the local government issuing the urban construction bonds.By the comparative analysis to the domestic and international representative urban investmental system in the urban construction structure ,This paper points out the problems and the reason in the investmental system in the urban construction in Chenzhou and puts forward some suggestions about reforming it. It has some theory and practical value.
