Social security is the security and welfare system of the whole society. It covers both urban social security and rural social security system. Extant research mainly focuses on urban social security issues while issues related to rural social security are mostly neglected. However, social security practices call for solutions to theoretical problems and policy suggestions in this area.The construction of Minimum Living Security Policy (MLSP) is not only a requisite of rural economic development and social progress, but also an important action towards building a harmonious society. Several problems exist in this process, namely, disparity between urban and rural areas, lack of legal and institutional protection, inadequacy of finance, difficulty in setting standards. In constructing an appropriate MLSP, an integral approach with consideration of both urban and rural areas must be followed. Meanwhile, legislations and institutions regarding to MLSP, multi-resource fund raising mechanism, and reasonable standards for MLSP beneficiaries should be set up. This article was intended to present some insights for above issues on the basis of the review of literature and practices in Chenzhou District.This article in conducts the investigation and study to Chenzhou's countryside minimum living security policy situation in the foundation, had pointed out true colors question and insufficiency which in the Chenzhou countryside minimum living security policy system exists, namely the countryside lowly guarantees the implementation coverage slightly, the lowest safeguard standard serious is somewhat low, safeguards the rescue object with difficulty the basic life; lowly guarantees the correlation movement mechanism insufficiently run, the advancement is more difficult; the lowest safeguard system implements the city and countryside division, the varying extent.
