Study On The Optimal Path And Countermeasures Of Rural Minimum Living Security Management In Shuozhou

Since the 18th CPC National Congress,the Central Committee of the CPC and the State Council have attached great importance to social security work with unprecedented efforts.The management system of minimum living guarantee for rural residents is a basic political system of our country.It is also a basic national policy that has been carried out for a long time.It is also a fundamental right that every Chinese citizen enjoys in accordance with the law.As the leading agricultural nation,with the rapid economic and social development,the issues of peasants' survival guarantee must be properly solved,if China wants to keep its long-term steady and rapid development.As an important project of rural social security system,rural residents' subsistence security system plays an important role in the process of rural economic and social development.Establishing rural residents' subsistence security system in an effective way is a guarantee for the living and production of the difficult groups in rural areas,which can effectively promote the construction of a new socialist countryside,and can provide a solid political guarantee for solving the problems about agriculture,rural areas and peasantry.However,in the practical work,due to the imperfect system,irregular operations as well as the wide-stretched coverage and careful work of subsistence security system,the problems like security out of social relationship,the lack of funds,low coverage and low security level arose in certain rural areas.Therefore,it is necessary to boost the democratic,standard and legal operations and administrations.This thesis started with the relevant theoretical researches on rural subsistence security system,firstly objectively described the current situation of the implementation of subsistence security system in Shuo Zhou,Shan Xi province,and affirmed the achievement it had made since the subsistence security system was implemented.This thesis mainly adopted such research methods as literature review,comparative analysis and quantitative analysis.The analyses were carried out concerning the coverage,granting standard and fund operation,etc,and compared the current situation of the implementation of subsistence security system in urban areas of Shuo Zhou with that in rural areas,which discovered the problems and restrictive factors along with the development of rural subsistence security system,and further probed into the reasons for the problems from the systemic,economic and social aspects,and finally put forward corresponding and feasible suggestions,which aiming at ensuring the sound and steady implementation of rural subsistence security system and promoting the subsistence development of subsistence security system.
