Research On The Operation Of The Rural Minimum Living Security System

The rural minimum living security system is one of social assistance system, which isestablished by government at all levels for the family of agricultural registered permanent residencejurisdiction in rural per capita net income is lower than the local minimum life guarantee standardpoor people, according to the lowest life to ensure standard, to maintain the basic life material. Asthe last “safety line” of rural social security system, the rural minimum living security system is a“stabilizer” of social development, a “shock absorber” of economic and a “regulator” of socialequity. How to make the rural minimum living security system more perfect, has become the focusof common concern from all walks of life.On the basis of analyzing relevant knowledge meticulously about the rural minimum livingguarantee system and explaining the current policies about the rural minimum living guaranteesystem deeply, this paper takes Wangjiazhuang Township of Yuanping City as an example,introduces the rural minimum living security system operation status in detail in terms of objectdefined, criteria to determine, application procedures, fund management and management teamconstruction; points out a series of problems existed in the operation of rural minimum livingsecurity system such as a lack of legal and policy system, farmers’ household income is difficult tochecked accurately, lack of fairness on object determination, narrow coverage, management ofnon-standard and so on; furthermore, this paper also analyzes the implementation effect of the ruralminimum living security system from system design and system operation.According to rural minimum living security system operation practice of WangjiazhuangTownship, this paper puts forward countermeasures for grassroots government to improve ruralminimum living security system from three aspects. These countermeasures mainly include contentsas follows: define the objects accurately, determine the standard scientifically, improve institutionalsystems of rural minimum living security; implement dynamic object management, adhere to theclassification management, regulate operation management; establish multi-level stereo supervisionand management system, enrich supervision and management means, strengthen supervision andmanagement. Through the above mentioned research, the author hopes to provide some referencevalue for improving grassroots rural minimum living security system.
