As China establishes the economic system of socialist market and join to the WTO, the enterprises of our country are operating at the request of market economy progressively. Developed the restriction of the factor by history, politics and theory, and the time that enterprises go through transition is not long, various operating mechanism of state-owned enterprises of China have not met the requirement of economical operation of the market, have not met it as the role of the market main body yet, it is shown as the corporate governance structure is unreasonable, business administration lags behind etc.. Business administration especially enterprise's strategic management are a weak spot even more, the application on the development strategy seems to lag behind. CHALCO Guangxi branch is one of them. The statistics show, in the growth enterprises of our country, 90 die from strategy fail. So, in order to guarantee the long-term development of CHALCO Guangxi branch, it is necessary to make a detailed analysis to its development strategy, differentiate and analyse advantage and deficiency to it, thus make the clear and intact enterprise development strategy for it, offer the reference scheme to the company's top policymaker. On the basis of introducing overview of CHALCO Guangxi branch and analyzing company's current situation in detail, this text tries to use strategic management theory and tool, analyzed development strategy environment of CHALCO Guangxi branch while analyzing from angles such as politics and laws factor, economic factor, technological factor,etc. at first; Then analyzed competition among the Chinese aluminium trades, potential entrant's threat, the substitute's threat, buyer bargain the ability, supplier bargained the aluminium trade that five respects such as ability were in the branch company carried on structural strategy; And then analyzed the condition strategy inside the branch company from the advantage inside enterprises, inferior position. last using enterprise's key external factor EFE matrix, the domestic trade analyzes CPM matrix, internal factor analysis IFE matrix, SWOT analysis, great strategy matrix,etc. to analyze the development strategy of Guangxi Branch in an all-round way. On this basis, have carried on the localization in hitting the development strategy of CHALCO Guangxi branch, such as propose solving the property right problem, improve the corporate governance structure; Enterprise's worker's identity is replaced; Manage the procedure to give a new lease of life to, improve the efficiency of management; Make strong staple, extend the industry chain; Implement strategic manpower resources management and make concrete measures such as the outstanding corporate culture,etc. Then put forward concrete step and solution on developing implementation, appraised to the development strategy finally, pointed out the relation between the strategic enforcement measures, the result expected to reach after strategy implementation, difficult point and prospect implemented,etc.
