Social capital (SC) which forms in the late of 90s is a key concept concerned by many disciples and pattern for analysis. A research into democracy with the SC theory provides a new perspective for studying PCEO in underdeveloped areas. By examining the social capital of PCEO in the under-developed areas, the author believes that the government intervenes excessively in building PCEO in underdeveloped areas, while less attention is paid to the loss of rural traditional SC and the development of modern rural SC; furthermore, inhabitants in underdeveloped rural areas play a minor role in PCEO. In the empirical study made in Guangxi the author discussed SC's essence, function and its significance in rural economic organization (REO), and the interpersonal relationship in rural areas as well. From this the conclusion is drawn: SC in REO is important, it can be embedded particularly in a sense network of reciprocal social relations, mutual trust, and norms that shape the quality and quantity of social interactions in REO. AS a most important capital form REO possesses, SC is the competitive core and the key to promote REO development.Different from other organizations, PCEO sets a goal to pursue social justice and fairness as well as efficiency. Due to its anti-marketability, it is necessary for the government to involve in PCEO development and to display fully its role as "the fist motive force" . The practice of building PCEO abroad shows that the government gives impetus to PCEO development. At present in backwards areas and regions the agricultural development is not well organized, but can be promoted by PECO establishment and its development. The author takes Guangxi as the example, finds out the problems in terms of government' s behavior involving in PECO. Under this circumstance, the author proposes the suggestions that the government in the underdeveloped areas should help SC to shift from rural traditional SC to modern rural SC, and to increase SC by the channel of developing various rural organizations during the process of building PECO in a long period, and perfect the SC and realize the final goal of the rural autonomy.
