With the start of trial operation of direct purchasing electricity for large consumers in China, the method on how to allocate the wheeling charges of large consumers is of vital theoretical and practical significance. In this paper, two-part electricity pricing is adopted. According to the characteristic of the fixed wheeling cost and the congestion cost, modeling their time-of-use (TOU) index and power quality index is proposed. Together with other index, the weights of indices are determined by interacting between the transmission utility and large consumers based on multilevel models to get comprehensive evaluation indices of the fixed wheeling cost and the congestion cost for all consumers. Then the post stamp method is modified to allocate the cost by the indices. Test results show that the method can allocate the cost more reasonable. Add to the network losses allocation method and ancillary service allocation method, a full method for allocating the wheeling cost of larger consumers is presented, and can be an effective way of allocating the wheeling cost in my country.
