| The reform of electricity market is an inexorable trend of power industry in the world. In our nation, six regional electricity markets have been preliminary established in North China, Northeast China, East China, Central China, Northwest China and South China recently. However, due to the differences of historical cause and development level, our country has not brought out a reasonable transmission pricing mechanism till now.As a supplement of single purchaser form, the direct power-purchase for large consumers is a favorable trial, which introduces the competition mechanism to the sale-side after the generation-side was opened. Based on present wheeling cost mechanism of Chinese direct power-purchase pilot for large consumers and the operation realities of Regional Electricity Market, the return models of power providers, large consumers and power transmission company under direct power-purchase pattern are established to analyze the gaming behaviors of market players, and the necessary condition of direct power-purchase is deduced. After that, the advantages and disadvantages of present wheeling cost mechanism are discussed, and the reform and transition problem of the wheeling cost mechanism of direct power-purchase is also researched through a calculation example.After discussing the advantages and disadvantages of usual transmission pricing methods and comparing the experiments of some representative foreign countries, the transmission pricing problem of public transmission network under regional electricity market is mainly studied. A reasonable and practicable program of transmission pricing has been indicated, which not only could lead to short-run market efficiency by presenting effective economic signals to power providers and consumers, but also could ensure the balance between income and expenditure of power grid company as well as promote the accumulation of special extension fund for electric network. |
