| Regional integration of economic development has now become one of themainstream pattern since the introduction of the "Metropolitan Economic Circle (Belt) " concept which was proposed in 1957 by Guttmann, a French scholar. Withfull understanding of current economic situations and by the principles of measuringlocal conditions and coordinated development, Chinese Central Government hasformulated a series of overall strategies as Grand Development of Western Areas andRevitalization of Central China. As a result three integral economies within theeastern, western and central regions in China have been established. As a matter offact it is quite necessary to conduct research on how to construct a networkedplatform for regional integration and to promote stable and sustainable economicdevelopment within the integrated regions. The regional logistics, one of the pillarindustries, is the result of coordinated development and especially the regionaleconomic development and regional. Only when, actually, the service quality andcompetence of regional logistics are improved can the economic operating efficiencybe increased, the resource allocation be optimized, and the core competitiveness ofthose cities within the region be enhanced. Therefore, it's quite natural to consider theservice level of the regional logistics as one on the most important criteria to measurethe comprehensive strength for a city or a region. The regional logistics service leveland logistics costs have become important factors affecting the investmentenvironment. It is significant to promote the enterprise logistics development, andsolve a series of social problem in the process of the region development, andimprove the regional competence with measuring regional logistics developmentlevel and potentiality scientifically.Both normative analysis and positive analysis are applied in this thesis. Firstly,combining the regional economic theory and logistics theory, we explain thecharacteristics of performance measurement of the regional logistics service. Then,applying the concept of regional core competitiveness and Value Chain to reveal therelationship among regional advantage, regional logistics value creation and regional logistics service system, we propose the thought of regional logistics value creating inthis thesis. Fully considering Intermediate characteristic of regional logistics andapplying enterprise performance theory we construct a five-dimension performancemeasurement system in terms of resource environment sub-system, risk managementsub-system, process operation sub-system, service quality sub-system and socialvalue sub-system. Moreover, we analyze the relationship among the five sub-systemsand design a set of criteria for each subsystem from the perspectives of sustainabledevelopment, process operation and result effectAfter that, according to the requirement of measuring and weighing theadvantage and disadvantage of different standards and methods, combining thecharacteristic of the regional logistics, we choose the average standard and the DEAmethod to comprehensively measure the regional logistics service performance.Finally, we take Wuhan as a case to analyze its relative logistics service performancewith DEA measuring method, and propose the key factors and some advice forlogistics service improvement. This thesis discusses the characteristic of theintermediate logistics service performance measurement system, proposes the conceptof regional logistics risk measuring, and mainly research on the performancemeasuring index system and measuring method which is suitable for regionallogistics characteristic. In the process of performance measurement we emphasize therelative impact among the regional develop level, regional economic level andlogistics industry.We hope this thesis can give some advice in the process of constructing alogistics service system which could match with regional development level, andcould provide some theoretical foundation for government to plan and improve theregional logistics service. |
