The Calculation Of Implicit Pension Debt (IDP) Of Urban Workers' Pension Insurance And The Research Of Solution For IDP

From the later period of 1990's, our country has carried on the urban workers'pension insurance system reform, and has almost completed the transformation frompay-as-you-go system to partial accumulation system. But the implicit pension debt(IPD) problem and "empty account" caused by IPD have appeared in the reform, andthey have become the main barrier in the operation of society pension insurance fund.If these problems don't be solved, the reform would fail.This article firstly studied the history of our country's urban workers' pensioninsurance, formation of IPD and the reason of IPD. We got the definition of IPD fromthis study. Secondly we analyzed history and the present situation of ShandongProvince pension insurance system reform. Thirdly we got the actuarial model of IPDand the sector analysis by actuarial theory. Fourthly according to the country pay'slevel, the population structure, the interest rate as well as the related actuarialsupposition changes, we got a group data of Shandong Province's IPD under differentsupposition. Finally on the basis of the estimate of Shandong Province's IPD and thestudy of domestic and foreign methods, we proposed this question concrete measure.Then we analyzed its serviceability and the feasibility.
