The Actuarial Study Of Implicit Pension Debt And The Research Of Solution For IPD

As the development of economy, every country in the world is looking for asuitable pension security system, and in dealing with the population-aging, almost everycountry changed traditional cash payment into partial funds system, at the same time, ourcountry has also implemented the new pension system, namely the partial funds system.Now our pension system has become more perfect, but it has produced a series ofproblems, pension as a payment to get in future by citizens which paid for it in the past,is the commitment to citizens by the government, which guarantee the citizens’retirement so that people can be assured to pay for it before retiring, but it is thecommitment that leads to the implicit pension debt.The reform of the pension is the main reason of the formation of the implicitpension debt, the empty of the personal pension account and the misappropriation ofpension funds are also the reasons. In dealing with such issues, our country does not havea specific plan and measures so far, but to use the fiscal subsidy to pay for the problempart, and the amount for financial subsidies is not clear every year, to use the strategy thatthe amount of lacking of equals the amount of the financial subsidy. If we pursued thispolicy, it will produce many problems for the pension system in future, even influencethe sustainable development of our social security system, and even affect our continueddevelopment of our economy.This paper mainly states the implicit pension debt, starting from the situation of thepension, to analysis the implicit pension debt in every part of our country and the overalldebt by the calculation of the main part of the implicit pension debt. On the basis, wecombine the cause and the dilemma of our country’s implicit pension debt, and graduallyto find proposes to solve the implicit pension debt, which has a certain practicalsignificance to our country to make a reform of the pension system.
