During the devlopment process of China's economy, the credit capital has been playing a very important role. But in the credit market of China, particularly in recent years, "Stint loans" appearance is more and more serious to the small-and-medium-sized enterprises (SMEs) especially. These SMEs are hard to gain the fund support of commercial banks, which is not good to the healthy development of China's economy.The dissertation makes a multi-dimensional analysis for the reasons of the SMEs'credit problem. It's suggested that the problem in theory originates from credit rationing under the condition of asymmetric information, and in practice results from such factors as the banks' concerns for the risks, the scarce of the government's functions and the deficiency of the SMEs'competitive abilities.The complexity of the problem decides that it's impossible to solve it with just some financing methods and institutional arrangements. We have to search for a comprehensive solution to the problem. So, the dissertation grasps the sticking points, outlines a multi-dimensional strategic framework of banking credit businesses for SMEs. In this creative framework, the government's systemical functions are the precondition and assurance, the innovations of the banking credit businesses for the SMEs is critical to dredge the SMEs'financing channels, the improvement of the SMEs'credit guarantee system is the support, the healthy development of the SMEs is very necessary, and the symbiosis system based on the integration of supply chain, credit chain and financing chain is its core. In conclusion, this dissertation strives to find a matching way to solve the problem of the banking credit problem for the SMEs, which involves the government, the commercial banks, the SMEs'credit guarantee system and SMEs itself.
