The Research For The Issues Of Construction Of The Credit System In The Northeast Of China

During Reform and Opening in past more 20 years, Chinese economy has entered into the orbit of socialism market economy that the relationship and action of market transaction indicated credit relations more. To some degree, modern market economy is credit market. The more high degree of mercerization is , the more high expection of social credit system is. Because of history, the level of the social credit system is low in the northeast of China. The cost of transaction increased since credit relations confused in the northeast of China. Thus, it restrained northeast economy. Consequently, credit system was strengthened became the main target of northeast economy development.This paper introduced four factors that consisted of credit system in the northeast of China: government credit, corporation credit, personnel credit, and bank credit. All of factors will improve credit system in the northeast of China. Mealtimes this paper worked on the present situation of credit system in the northeast of China, analysising the present issues of credit system in the northeast of China. After it introduced the model that credit systems were constructed in developed countries and districts, this paper putted forward the model that present credit system is constructed in the northeast of China is district government improvement, the branch of people's bank of China improvement, some relative institutions coordination. Namely, district governments, the branch of people's bank of China and some relative institutions promote, and establish credit system in the northeast of China which is on the basis of modern information techology, and whose insurance is prefect laws and policies. In the long run, Special permission management and commerce operation will the way of northeast credit system in future.With real situation of credit system in the northeast of China, this paper puts forward governments should establish perfect credit organization, credit laws ,credit market, and disciplinary punishment mechanism which are the core of prefect credit system in the northeast of China, and establish prefect credit system gradually.
