Research On Financial Countermeasures To The Development Of Northeast China

Finance is the core of modern economy, without financial support, it is impossible to develop Northeast China's economy. But its present situation has seriously held back this region's economy to develop more. So, how to effectively improve Northeast China's lagging financial situation, how to make finance actively function, so as to develop the economy of this old industrial base, has become a great task now.In this essay, the author consulted finance developing theory as its basis, used foreign successful experiences on the economy development for the reference, and made many on-the–spot investigations, then gave us some specific measures on how to develop Northeast China's economy as soon as possible with its effective financial support.In the first part, financial development theory is introduced; also finance was mentioned about its function on regional economic development, which is theoretical basis of the Northeast China's economic development. Financial development theories include: Ronald·McKinnon and Edward·S·Shaw's Financial Structure Theory andRaymond·W·Goldsmith's Financial Deepening Theory. Finance's functions on many aspects, such as on investment structure, on promoting the productivity, also on promoting gross domestic product, are also mentioned in this part.In the second part, the successful experiences about the development of regional economy at home and abroad are introduced, which could be used for a reference on the accelerating Northeast China development. Successful experiences in the development of regional economy in China include: Shenzhen special economic zone and Shanghai Pudong economic zone. And for abroad: America economic zone and Japan economic zone. These experiences indicate that effective regional countermeasures can play a great positive function on the development of regional economy.In the third part, Northeast China's present financial situation is introduced, which is used as the practical basis about finance promoting Northeast China's economy. Problems on this region's financial system still exist, such as insufficient amount of fund, unreasonable financial structure, backward development of the capital market, low economic benefit in financial industry and bad financial environment. These problems holdbacks its positive function on the promoting the development of North China's economy.In its final part, financial countermeasures are put forward: carry out financial policies on regional economy; give full scope to the financial policies'adjustment function; establish and develop regional financial institutions system, finance provide multi-layer, all-direction support; establish regional finance market, supply enough fund for this region; perfect supervision on regional finance, ensure financial run safely and steadily; promote economic benefit in financial industry , give full scope to the financial institutions'function on revitalizing Northeast China; improve circumstance on regional finance.
