As the process of economic globalization is accelerated, foreign direct investment (FDI) has developed rapidly in our country. At the same time, the"double surpluses"question of economy in our country is appeared,the"double shortage"economic model is difficult to explain the large foreign capitals flowing into our country. Especially considering that utilizes the foreign capitals may produce a series of negative effects,if strengthening and importing foreign capital,have already caused people's extensive concern. It is significant to estimate the function of FDI on our technology correctly and to take more effective FDI measures to promote our technology level. Based on above consideration, the thesis analyzes the relationship of FDI and technical progress. The main contents as follow:In Chapter1, we introduce the background of this research, previous researching results, researching methods of the thesis. In Chapter 2, we defined some relevant concepts; introduced the current situation of FDI in our country,and analyzed its characteristic. In Chapter 3, we discuss the factors of FDI technology transferring and analyze the positive effect and negative effect of FDI. In Chapter 4, we use measurement method to analyze the relationship between FDI and technology progress in our country, the results show that FDI is the important reason of technology progress in our country. Cointegration Relationship Test shows that there is mutual growth trend in the long run between FDI and technology progress. And the result indicates FDI does not obviously influence the technological progress of Xinjiang. In Chapter 5, we introduced the experience that India utilizes FDI and give some advice on how to absorb enough excellent FDI enterprises and how to induce technology transferring and spillover.
