Research On The Risk Control In The Operation Of EMC Project In China

Nowadays, the tight stage of electricity and oil has alarmed the clock of energy safety in China. Recently , a new saving energy system (Energy Management Contracts) has developed expeditiously in the world , which important distinguishing feature is Energy Service Company (ESCO in oversea , EMCo in China).EMCo contracts with every kinds of risks.The main due of the paper is the procedure of risk management in this paper. Contents and practical methods of risk identification, measurement, assessment and techniques of risk control are introduced systematically; the risks of EMC project is classified systematically according its sources and based on which a risk control frame which fits all EMC projects.Moreover, in this paper, the characteristic and cases of our country's operation of EMC project are analyzed. Many risk foundations of our country's EMC project are induced. Based on every risk factors analyzed, combining with practical cases, exerting investigation, method of scoring by experts and fuzzy synthesis assessment, making the risk factors in items quantified and modeled, working out adopting corresponding risk disposal means according to that. For the faced risks of EMC projects, in this paper combining operating course of EMC projects and the characteristic of life cycle, make staged partition on the project risk and discussion about risk control means in different phase.Hoping that the study results in this paper can be helpful in the practical work of corresponding enterprise.
